I would ask for more and come down to an offer, but more than $3500, I agree that is pretty low.

Without wipers or a windshield to wipe, probably not. Other than that, I don’t see anything that the State of Washington would have an issue with - we did away with emissions testing last year, and there’s no mandatory annual inspection like some other states require.
